17.12.2015: Klimagerechtigkeit: Die afrikanische Perspektive – nach der Klimakonferenz, Berlin

Die Länder Afrikas leiden besonders unter den Klimaveränderungen, die bereits heute spürbar sind. Der Rückgang von Süßwasserreserven und der Nahrungsmittelproduktion sowie die Zunahme von Wetterextremen wie Dürren und Fluten in deren Folge es zu verstärkter Migration kommt, gehören zu den unmittelbaren Folgen. Den Staaten bzw. Bewohnern stehen zudem zu wenige Ressourcen zur Verfügung, um geeignete Maßnahmen zur Linderung bzw. Vermeidung der Effekte zu ergreifen.

Bisher galten 2 Grad Erderwärmung gegenüber dem vorindustriellen Niveau als unbedingt einzuhaltende Grenze, auf die sich die meisten Diskussionen fokussierten. Doch es mehren sich die Stimmen, die fragen, ob das reichen wird? Der ägyptische Präsident al-Sisi erklärte auf der Auftaktveranstaltung der Pariser Klimakonferenz, dass die afrikanischen Länder ein Ziel von maximal 1,5 Grad Erderwärmung im geplanten Weltklimaabkommen verankern wollen. Zudem forderte er deutlichere Finanzzusagen: Auch vor 2020 sollten den ärmeren Ländern jährlich 100 Milliarden Euro zur Verfügung gestellt werden.

Eine der weiteren in Paris thematisierten Herausforderungen ist der Ausbau der Stromversorgung: Eine Reihe afrikanischer Staaten haben in Paris einen Plan vorgestellt, ganz Afrika mit Strom aus sauberen, regenerativen Energiequellen zu versorgen, wozu massiv in die Entwicklung der Wind- und Solarkraft in Afrika investiert werden müsse.

Diskutieren wollen wir über Umfang und Qualität internationaler Wirtschaftsförderungs- und Entwicklungsprojekte mit klimapolitischer Relevanz. Wie steht es um Ideen und Forderungen für eine klimapolitisch wirksame Entwicklungszusammenarbeit (Förderung des Rechts auf Entwicklung, Förderung eines emissionsarmen Wachstums, hinreichende Berücksichtigung von Schutz der regionalen Ressourcen und Naturschätze)? Diese und weitere Fragen wollen wir mit Ihnen und den Referenten diskutieren.

Die Phase nach dem Ende des Bürgerkriegs 2002 war geprägt von politischer Stabilisierung und – getrieben vom Erdölboom – einer der höchsten Wirtschaftswachstumsraten der Welt.

Mit einer schweren Wirtschaftskrise seit dem Einbruch des Erdölpreises, einem als unfrei klassifizierten Regierungssystem, der Veruntreuung des Großteils von Staatseinnahmen aus dem Rohstoffsektor sowie dem autoritären Vorgehen der Regierung gegen kritische Stimmen der Zivilgesellschaft und der Opposition, scheint die allgemeine Situation in Angola zunehmend ernst und von politischen sowie sozialen Spannungen geprägt zu sein.

Das Europäische Parlament sah sich am 10. September 2015 zu einer Entschließung veranlasst und stellte u.a. fest, „dass die angolanische Regierung in den vergangenen Monaten immer schärfer gegen alle vorgegangen ist, die vermeintlich gegen ihre Macht aufbegehrten, und damit gegen die in der angolanischen Verfassung verankerten Menschenrechte verstoßen hat; dass Versammlungs- und Vereinigungsfreiheit in Angola weiterhin beschnitten werden und dass es wachsenden Anlass zur Besorgnis gibt, dass Militär und Geheimdienste zu den treibenden Kräften hinter der Festnahme und Verfolgung von Menschenrechtsverfechtern geworden sind“. Das Europäische Parlament ist entsprechend „äußerst besorgt über die sich rasch verschlechternde Lage, was die Menschenrechte, Grundfreiheiten und den demokratischen Freiraum in Angola betrifft, sowie über die schwerwiegenden Übergriffe der Sicherheitskräfte und die mangelnde Unabhängigkeit der Justiz“.

Wir wollen über die aktuelle politische Situation in Angola und den Umgang externer Akteure mit der Regierung diskutieren und freuen uns auf einen interessanten Abend!

24.08.2015: South Africa – divided forever?, Berlin

South Africa is still one of the socio-economically most divided societies in the world (with one of the highest Gini coefficients). Racial origins determine to a large extent identity politics in post-apartheid South Africa. Whereas, at the outset of democracy Nelson Mandela and the Truth and Reconciliation Commission received much attention and praise for their efforts towards reconciliation and nation building. Today’s continuity of racial, economic, and political division has massive implications for the development of South Africa, as large parts of society feel excluded and frustrated. Xenophobic attacks of recent years seem to be another aspect of a society at unease with itself.

Considering the state of the nation today, why are the apartheid cleavages so sustainable, never ending? How does this situation of a divided society influence developmental efforts of the South African government which stresses the concept of a developmental state based on collective and inclusive efforts for economic development? What needs to be done to overcome some of the dividing societal factors, if anything can be done at all?

The ongoing conflict with Boko Haram in north-east Nigeria has inflicted terrible hardships on the local population and is now spreading to neighboring countries. Amnesty International has documented multiple war crimes and crimes against humanity committed by Boko Haram, including the killing of at least 5,500 civilians, as it rampaged across north-east Nigeria during 2014 and early 2015. Furthermore, according to Amnesty International, at least 2,000 women and girls have been abducted by Boko Haram since the start of 2014 and many have been forced into sexual slavery and trained to fight.

At the same time, the population suffered from grave human rights abuses by the Nigerian military. Amnesty International´s new report “Stars on their shoulders. Blood on their hands. War crimes committed by the Nigerian military” finds that the Nigerian military has arbitrarily arrested at least 20,000 young men and boys since 2009 in their response to Boko Haram’s attacks in the north-east. Almost none of those detained have been brought to court and all have been held without the necessary safeguards against murder, torture and ill-treatment. Moreover, at least 7,000 people have died in military detention facilities since 2012 due to starvation, extreme overcrowding, torture and ill-treatment as well as denial of medical assistance. In addition, the Nigerian military has executed over 1,200 suspects, including more than 640 on one day.

Dan Eyre from Amnesty International and one of the co-authors of this report will present its key findings and discuss their political and legal implications, both for the Nigerian government and for the international community, as well as next steps for the government of newly-elected President Buhari. How to address the threat that Boko Haram poses? How to address past abuses and prevent such atrocities in the future?

This book – the second in the Africa: Policies for Prosperity series edited by Christopher Adam and Paul Collier – consists of a set of rigorous but accessible essays by a range of Zambian and international scholars that seek to examine the challenges and opportunities that currently face Zambian policymakers as they seek to harness the country’s valuable natural assets – land and copper - to broad-based and sustainable economic growth over the coming decades. Zambia’s history and economy is intimately entwined with the copper mining industry: much of the book is therefore concerned with the complex interaction between the management of natural resource wealth and the development of a labour intensive growth strategy relevant to a land-locked economy. 
 
The book spans a wide range of topics, Professor Adam’s presentation will focus mainly on the economics of the copper sector and the implications this has for the broad contours of an inclusive growth strategy for Zambia over the coming decades.
