24.08.2015: South Africa – divided forever?, Berlin

South Africa is still one of the socio-economically most divided societies in the world (with one of the highest Gini coefficients). Racial origins determine to a large extent identity politics in post-apartheid South Africa. Whereas, at the outset of democracy Nelson Mandela and the Truth and Reconciliation Commission received much attention and praise for their efforts towards reconciliation and nation building. Today’s continuity of racial, economic, and political division has massive implications for the development of South Africa, as large parts of society feel excluded and frustrated. Xenophobic attacks of recent years seem to be another aspect of a society at unease with itself.

Considering the state of the nation today, why are the apartheid cleavages so sustainable, never ending? How does this situation of a divided society influence developmental efforts of the South African government which stresses the concept of a developmental state based on collective and inclusive efforts for economic development? What needs to be done to overcome some of the dividing societal factors, if anything can be done at all?

02.07.2015: Fighting Boko Haram - War crimes and the Nigerian Military, Berlin

The ongoing conflict with Boko Haram in north-east Nigeria has inflicted terrible hardships on the local population and is now spreading to neighboring countries. Amnesty International has documented multiple war crimes and crimes against humanity committed by Boko Haram, including the killing of at least 5,500 civilians, as it rampaged across north-east Nigeria during 2014 and early 2015. Furthermore, according to Amnesty International, at least 2,000 women and girls have been abducted by Boko Haram since the start of 2014 and many have been forced into sexual slavery and trained to fight.

At the same time, the population suffered from grave human rights abuses by the Nigerian military. Amnesty International´s new report “Stars on their shoulders. Blood on their hands. War crimes committed by the Nigerian military” finds that the Nigerian military has arbitrarily arrested at least 20,000 young men and boys since 2009 in their response to Boko Haram’s attacks in the north-east. Almost none of those detained have been brought to court and all have been held without the necessary safeguards against murder, torture and ill-treatment. Moreover, at least 7,000 people have died in military detention facilities since 2012 due to starvation, extreme overcrowding, torture and ill-treatment as well as denial of medical assistance. In addition, the Nigerian military has executed over 1,200 suspects, including more than 640 on one day.

Dan Eyre from Amnesty International and one of the co-authors of this report will present its key findings and discuss their political and legal implications, both for the Nigerian government and for the international community, as well as next steps for the government of newly-elected President Buhari. How to address the threat that Boko Haram poses? How to address past abuses and prevent such atrocities in the future?

This book – the second in the Africa: Policies for Prosperity series edited by Christopher Adam and Paul Collier – consists of a set of rigorous but accessible essays by a range of Zambian and international scholars that seek to examine the challenges and opportunities that currently face Zambian policymakers as they seek to harness the country’s valuable natural assets – land and copper - to broad-based and sustainable economic growth over the coming decades. Zambia’s history and economy is intimately entwined with the copper mining industry: much of the book is therefore concerned with the complex interaction between the management of natural resource wealth and the development of a labour intensive growth strategy relevant to a land-locked economy. 
 
The book spans a wide range of topics, Professor Adam’s presentation will focus mainly on the economics of the copper sector and the implications this has for the broad contours of an inclusive growth strategy for Zambia over the coming decades.
